Gustavo Ortega

Gustavo Ortega is a dedicated public school teacher, community advocate, and proud resident of Bay Harbor Islands. For many years, Gustavo has worked with children with special needs and their families, supporting their growth and helping every child reach their full potential. His work has always centered on patience, compassion, and service to others. Gustavo and his wife are raising their family in Bay Harbor Islands and are invested in the future of the community. Their children currently attend Ruth K. Broad Bay Harbor K-8 Center, with one in Kindergarten and the other in 4th grade. As a parent, educator, and neighbor, Gustavo cares about maintaining a safe, strong, and connected community for all residents. Gustavo is a Little League coach for the 10U division and the Pee Wee division with Danny Barry Baseball, where he enjoys mentoring young athletes, teaching teamwork, and helping children build confidence both on and off the field.

Elchonon Shagalov

Elchonon Shagalov, JD, MBA is a business executive, attorney, and longtime Bay Harbor Islands resident with over two decades of experience in leadership, economic development, and governance. Beyond his professional accomplishments, Elchonon is deeply committed to public service and community engagement. Elchonon is Vice President and Chair of Development of RASG Hebrew Academy as well as Vice President of the Shul. Together with his wife, Dr. Devorah Shagalov, and their five children, Elchonon moved to Bay Harbor Islands in 2018 and strongly in protecting the town’s unique character while planning responsibly for the future. His decision to run for Town Council stems from a desire to bring thoughtful leadership, financial discipline, and transparent governance to local decision-making. Elchonon is running to help ensure that Bay Harbor Islands remains a safe, affordable, family-focused, and well-managed community—one that balances responsible growth with preservation of the town’s quality of life. Drawing on his experience negotiating with governments, managing complex budgets, and building consensus among stakeholders, he hopes to contribute pragmatic solutions and long-term strategic thinking to the council. Elchonon holds an MBA from NYU Stern School of Business and a JD from the BenjaminN. Cardozo School of Law, combining legal expertise with business strategy and operational leadership. In his free time, you can find him running the streets of Bay Harbor Islands.

Candidate Forum/Debate Hosted by the League of Women Voters of Miami-Dade County at The Town of Bay Habor Islands

Candidates were sent two dates (March 26, 2026 or March 31, 2026, both at 18:00), based on their Letter of Qualification (towards Gustavo Ortega; awaiting copy towards Elchonon Shagalov) sent by the Town on March 13, 2026. The date was set for March 31st, 2026 at 18:00 with a Facebook social media post made on March 25th, a poster notice placed at Town Hall on March 25th, and a calendar entry posted on the Town's website, plus banner adverts on the site as well. On Monday, March 30, 2026, a day before the debate/forum, a notice was posted by Town Clerk at Town Hall's Notice Board and an e-mail was sent to subscribers of the Town's Alerts that stated its cancellation due to "unforseen circumstances". The calender entry was as well updated that day to reflect on the change of schedule. Contacting the League of Women Voters of Miami-Dade County via e-mail, they replied back stating that "The forum had to be cancelled due to unexpected circumstances with one of the candidates. We are doing our best to reschedule as soon as possible." Gustavo Ortega has stated that he did not cancel.
